The Executive Director of Andhra Pradesh Industrial Infrastructure Corporation Limited, has requested the Government for transfer of certain powers and functions under section 147 of the Andhra Pradesh Panchayat Raj Act, 1994 to the Andhra Pradesh Industrial Infrastructure Corporation Limited for establishment of Aerospace & Precision Engineering Special Economic Zone, Adibatla and IT/ITES Special Economic Zone Adibatla, Rangareddy District in respect of the following lands.

District Collector, Ranga Reddy District, and the Commissioner, Panchayat Raj &Rural Employment, Hyderabad were requested to furnish their views and recommendations on transfer of powers and functions of the Adibatla Gram Panchayat to the Andhra Pradesh Industrial Infrastructure Corporation Limited.
District Collector, Rangareddy has reported that the land allotted to Andhra Pradesh Industrial Infrastructure Corporation Limited, by the Government is very useful and many development projects will be established due to establishment of the said  Aerospace & Precision Engineering Special Economic Zone Adibatla (Adityanagar) and IT/ ITES Special Economic Zone Adibatla in such land the development  chance  will  be  increased  to total unemployed  people i.e., technically or  non-technically qualified persons. Further he has stated that the Drinking water, Drainage system, Roads, Street lighting will automatically be provided which are basic of the people, New Educational Institutions will come up and it will be useful to local students, New hospitals and Clinics will be established. Due to establishment of said Special Economic Zone in this area the value of land property will also be increased and many shopping complexes and Malls will also come up, economy of the village and its surrounding villages will also go high. Further he has stated that, the revenue of House Taxes shall be shared in the ratio of 50:50 between the Andhra Pradesh Industrial Infrastructure Corporation Limited, and the concerned Gram Panchayat the advantages for transferring of certain powers and functions of Gram Panchayats U/Section 147 of the Andhra Pradesh Panchayat Raj Act, 1994 to Andhra Pradesh Industrial Infrastructure Corporation Limited.
The Commissioner for Panchayat Raj & Rural Employment, Hyderabad has furnished the resolution of Adibatla Gram Panchayat and stated that the Gram Panchayat has unanimously agreed to transfer the powers of Gram Panchayat to Andhra Pradesh Industrial Infrastructure Corporation for providing civic amenities only and requested the Government to take necessary further action in the matter.
Government after careful consideration of the proposal hereby decided to accept the proposal of the Executive Director of the Andhra Pradesh Industrial Infrastructure Corporation Limited for transferring certain powers and functions of the Gram Panchayat to the Andhra Pradesh Industrial Infrastructure Corporation Limited in respect of Adibatla Gram Panchayat, Rangareddy District, in Survey No. 656, 255 to an extent of land 531.10 acres, under section 147 of the Andhra Pradesh Panchayat Raj Act, 1994.
Therefore, the following notification will be published in an Extraordinary Issue of Andhra Pradesh Gazette dated.14. 6.2013.
NOTIFICATION
            In exercise of the powers conferred under section 147 of the Andhra Pradesh Panchayat Raj Act, 1994, the Government of Andhra Pradesh hereby transfer the  powers  and  functions  of  Gram  Panchayat  as local authority under the various sections as specified in the Annexure to this order to the control of the Andhra Pradesh Industrial Infrastructure Corporation Limited in respect of Adibatla Gram Panchayat, Rangareddy District in Survey No. 656, 255 to an extent of land 531 acres, in order to systematic and regular maintenance in the interest of speedy development of Industries in the State.

It is no longer Madhapur! A lot of activity is happening in the East side of the city – Pocharam, Uppal, Adibatla, etc. For many of the IT/ITES companies, it is the new destination. Infosys has its new branch at Pocharam presently with an employee strength of 6,500, which is expected to become a team of 45,000 – largest in the country. IBM, TCS, Genpact, Cognizant and many more companies are moving to East.
Why many of the big players are eyeing East parts of the city? What are the issues with other parts of the city or what is so good about East? Let us see in this article.

West
West part of the city, i.e., Hitech city and other parts in and around the outer ring road are already developed. There is no scope for further development, as any kind of expansions will 

affect the Osman Sagar and Himayath Sagar catchment areas. This will lead to problem for drinking water and ground water levels. Further, even if any kind of expansion is forced, it will have to move out of the ORR, which becomes too far from the city. This will lead to long commute, increased congestion, traffic and pollution.

North
Most parts in the North come under cantonment area and SCR (South Central Railway). Major part is military area, in which all the development and maintenance works are carried out by army. Some of the areas and roads are highly restricted for entry of general public. There are many toll gates and check points, which may obstruct the ease of traffic. Population in this region is increasing, but not the road connectivity. Mostly two lane roads, though lot of open land is present on both sides.


South
Not much modern life is seen when compared to other parts of the city. There are no new organized offices or positive developments (political, social and business) seen in this area since years. Low pass percentage in education, as majority of the population is below poverty line. This area is also susceptible to communal violence. Curfews are imposed unexpectedly, which affect the day-to-day life, transportation and pose threat to employees.


East
There is a huge development in this area as it has great potential to be a good residential as well as business center. With lot of city and migrant population settling in areas like A.S.Rao Nagar, RK Puram, ECIL, there is lot of scope to track the immigrant population.



Locational advantages of East Hyderabad

Good local talent:
· Nearly 40 to 50 lakh city populations under the age of 25 years reside here, and are actively looking for jobs.
· Probability of availability of talented individuals is more in these areas due to presence of good institutions
· Hundreds of good schools and colleges are already established – HPS, Little Flower, St. Anns, Kendriya Vidyalaya, etc.
· Lot of engineering, pharmacy and management colleges – OU, CVR, Aurora, Srinidhi, etc.
· Youth coming form well educated and social family backgrounds are present. The population here is well connected with city’s cosmopolitan culture. Hence, they make up for the quality human resources.

Easy and convenient commute
· Easy to reach from center of the city – 20 min from Sec’bad/Nallakunta/Begumpet; 30 min from Himayathnagar/Narayanguda/Abids
· Direct road connecting A.S.Rao Nagar to Secunderabad
· Inner ring road – one of the widest roads in the city
· Close to outer ring road& International airport – 45 min from Uppal Ring Road
· 2 highways passing through it – 202 (Hyderabad to Chattisgarh) – 6 Lane highway & NH9 (Pune to Machilipatnam)
· Good rail and road network– makes it easy to commute – has metro rail line passing through Habsiguda, Uppal and Nagole with major terminal at Uppal and L.B.Nagar

Good living environment and facilities
· You can find a good number of residential colonies. Areas like Hubsiguda, Tarnaka, Ramanthapur, A.S. Rao Nagar and Uppal have well organized colonies
· Good social environment –lot of state and central govt. employees live in ECIL, A.S.Rao Nagar and Uppal
· Close to good neighborhoods– Secunderabad, Mettuguda, Marredpally, Sainikpuri, etc. People here are well educated, have cosmopolitan outlook, have social and cultural values and are pure urbanites (living in the city since years)
· Access to good number of city clubs – Nizam Club, Hyderabad Boats Club, Deccan Club
· Easy to get domestic help. This makes it easy to manage life, as few villages surrounding these areas have people willing to serve as house-maids
· High level of ground water, as Musi flows from West to East

With Uppal Industrial Development Area (IDA) and many other state and central govt. establishments like ECIL, IICT, CCMB, ATI-EPI, NFL, BPCL & IBP, FCI, L&T ECC Infrastructure, Ashok Leyland, HPCL, HEL (Hindustan Electricals Ltd.), Doordarshan, NIN, NGRI, Survey of India, Tata Institute, GSI, etc. in place since many years, East Hyderabad is not new to industrial development. Further, this part has more advantages than the West Hyderabad, mainly in terms of good quality human resource – key for the strategic development of good, professional organizations.

Hyderabad’s aerospace hub bets on first-mover advantage

HYDERABAD:
The country’s first aerospace and precision engineering special economic zone (SEZ) is taking shape at a location close to the Hyderabad international airport.
This emerging aerospace manufacturing cluster at Adibatla will focus on defence equipment, commercial aircraft components, testing and calibration labs, a commercial MRO and flying training hub. It will also include design and development of satellites.
According to S. Ramadorai, Chairman of Tata Elxsi and Vice-Chairman of Tata Consultancy Services, “the Tata initiative that has brought international presence here can trigger a larger developmental advantage for this whole area as an Aero Cluster,” he feels.
Tata Advanced Systems, in partnership with Lockheed Martin, has built a top-notch facility from where it has begun deliveries of the centre wing box to be used in planes.
From no employee in 2009, this unit now has 700 aerospace professionals, meeting all aerospace technical standards.
“You will be amazed that the average age of the employees in three Tata facilities is only 23 years. An academy has been set up to train young engineers and mechanics to global standards of aerospace, adding to the national talent pool,” Ramadorai says .
Although traditionally one would associate aircraft clusters with Montreal, Seattle, Toronto and Toulouse, international outsourcing has produced spillovers and created new poles of growth, mainly in Southeast Asia.
POISED TO TAKE-OFF
With India spending as much as $36 billion (data for 2009) on its defence needs — among the top 10 globally — Hyderabad is well placed for defence and aerospace activities, since the city provides an ecosystem for the sector. Hindustan Aeronautics Ltd already has an Avionics Division, there are several defence laboratories, and active defence equipment and component manufacturers here.
Global leaders in aerospace have also set up their technology and engineering service support centres in Hyderabad. With over 700 engineering colleges and technical institutes, talent supply is not a constraint , according to Ramadorai.
COST ADVANTAGE
Global interest in India is on the rise not just due to defence offsets but also due to pressure on defence budgets in the US and the UK and their inability to leverage China as a production base. The country, therefore, enjoys cost advantages to serve and supply globally.
The Tatas have successfully tried to jumpstart a set of inter-related businesses in and around Hyderabad.
Their initial India-based Sikorsky helicopter fuselage assembly facility had found takers with upstream aerospace component manufacturers. It was then re-located to India and co-located with the assembly facility.
In turn, given the pool of technical and managerial skills developing here, Lockheed Martin is now more confident about relocating their Empennage assembly facility from the US to a location close to the other Tata Aerospace projects.
Already, significant interest has been generated across the world in what Hyderabad’s aerospace hub has to offer. Global original equipment manufacturers (OEMs) have stated that the existing production base in India is insufficient to address offset opportunities.
Like IT, the aerospace sector is very attractive to the local community because of the quality of jobs and fiscal benefits they create.
With the aerospace and defence industry going through very interesting times, the Hyderabad aero hub has the first-mover advantage.

APIIC gets 2,000 acres for industrial parks Koride Mahesh TNN
Hyderabad: Despite the vigilance commission pulling up the Rangareddy (RR) district administration for not resuming unutilised land from various institutions and individuals,the district administration has decided to allot another 2,000 acrestotheAPI ndustrial Infrastructure Corporation (APIIC).

The vigilance commission a few months ago had pointed out thattheland allottedto variousinstitutions,firms and individuals in the past few years was either not utilised or used for purposes other than intended.After the findings of the commission,the RR district administration has asked the revenue divisional officers (RDOs)of Vikarabad,Chevella and east division to give a list of institutions and individuals allotted land in their jurisdiction.Instructions were also given to the revenue authorities to take back thelandif itwaslying vacant.

Incidentally,among the government institutions,APIIC takes the cake.Of 9,548 acres land allotted in Shamshabad,Serilingampally,Ibrahimpatnam and Qutubullapur mandal,4,424 acres hasbeen unutilised.

Even before setting its record straight,APIIC has sought more land in
Ibrahimpatnam,Ibrahimpatnam Khalsa,Adhibatla,Konagara Kalan and Elimedu villages in RR district for industrial parks.Most of the land being handed over to APIIC is assigned.Some parcels of land was already clearedby theChief Commissioner of Land Administration (CCLA),while the RR district administration is in the process of sending requisitions to the CCLA for clearance.

Officialsourcessaid nearly 510 acres given to APIIC in Ibrahimpatnam Bagayath and Ibrahimpatnam Khalsa was allotted to Bharat Dynamics Limited (BDL).Of 400 acres sought by the corporation at Kongara Kalan village for a rice hub,332 acres has already been handed over while about 70 acresconsistsof assigned land,a quarry and a thanda.


In Adibhatla village,theAPIIC sought 540 acres of land covered by a school,graveyard,Phirangi nala and an R&B department road.The alienation proposals have been sent to CCLA.Apart from this land,the district administration is in the process of acquiring assignedlandfor APIIC at Elimedu village,where the corporation has askedfor 560 acres (Survey Nos512,421/1 and 166) and 330 acres at Ibrahimpatnam Khalsa village (Survey Nos 1103,1146 and 548) for various industrial purpose.

The sources said over 15,000 acres of land has been allotted to different agencies in the past few years,especially since 2005.Major chunk of the land has been given to APIIC,AP Housing Board and Deccan Infrastructure and HoldingsLimited.

After getting reports from tahsildars,the district administration hassofar resumed 1,000 acres from individuals andinstitutions.

When contacted Rangareddy district law officer Dara Venugopal said notices were being issued to reclaim the unutilised land by theRDOsconcerned.On thefresh land allotments to APIIC,he said the decision on whether to allot land or not would be taken by CCLAbasedon meritof eachcase.Thedistrict administration isonly giving a status report to the CCLA,he added.

Heard that couple of builders are making necessary arrangements to construct apartments around TCS campus. One in around 3 acres and the other in around 2 acres land.


Borewells were dug successfully and have ample water. One of them found water at a depth of around 180 ft.
